There are a few guidelines you should try to follow.
1: Make sure you are all using one common site file with coordinates set up in it.
2: Create a Revit site file and acquire coordinates using the common site file
3: Link and position all buildings into that site file and publish to them.

You will have one site file that you should share with all divisions. This site file should have the coordinates set up in it by acquiring coordinates from a Civil file or other method. From that point you will only want to use your site file for publishing coordinates to your project. If your job is an AE BIM model you should position the MEPS files in the site and publish to them as well.
